Yes! Been waiting for this book since the end of May, and as soon as it hit my iPad I was all up in it, didn't put it down till I was finished, and it was everything I was hoping it would be! I won't give away too much, but there is some definite character growth and development for both Penn and Natalie over the course of the trilogy. There were some moments where I was frustrated with both characters and wanted to extend a nice, hearty throat punch, but given all they've been through over the course of the series, I only barely managed to contain myself. Still plenty of twists and angsty drama, but everything comes together by the end and I couldn't be more satisfied (unless I were to win the lottery).
